PURPOSE: To improve the decorating effect of a decorative panel, by bringing a rugged formed body such as a scraper into contact with a colored coating film applied onto a metal substrate before curing said film to form ruggedness on it, and then flattening the projections of said ruggedness with a roll press.

CONSTITUTION: A primer coating film 3 is formed on the surface of a substrate 2 having a predetermined configuration, and a colored coating film 4 is formed thereon. Before said colored coating film 4 is cured, ruggedness is formed by bringing a scraper having a finely rugged edge part into contact with the entire surface of the colored coating film 4. Since many projections 6' among the obtd. recesses 5 and projections 6' are sharply protuberant, the projections of the ruggedness are flattened to predetermined height by pressing them with a roll press from the upper side. Thereafter, top coat is applied onto the surfaces of the recesses 5 and the projections 6 to form a topcoat film 7. Thus, the decorative panel 1 is obtained.
