Signals to be encoded in encoded data are detected and these signals are expressed as digital values corresponding to observable parameters of signals determined and detected in each of continuous time sequences. An instruction for executing a pair of likelihood functions corresponding to the encoded data is provided. Each likelihood function pair corresponds to one of the plurality of data rates and the probability of appearance of data encoded by one of the plurality of data rates is provided by using a hypothesis previously determined and evaluated for the appearance of an observable variable. A digital signal processor(DSP) is used for executing an instruction by using digital values as data for the instruction and determining the data rate of the encoded data.
