The member having excellent antibacterial properties and/or algae preventability is coated with a surface treatment film where at least a layer having antibacterial properties and/or algae preventability is stacked on the space between an outermost surface functional layer and a base material. The layer having antibacterial properties and/or algae preventability contains ≥80% Ni, 0.1 to 10% P and 0.0001 to 1% hydrogen. In the functional layer of the outermost surface, holes piercing to the surface of the layer having antibacterial properties and/or algae preventability are present by 0.001 to 10% in the area ratio of the openings to the whole area projected on the plane, or, the amount of Ni to be eluted when the above member is immersed into 30°C still water is 0.1 to 50 μg/cm2/week.
