Abstract:

PROBLEM TO BE SOLVED: To provide a radio resource allocating method for efficiently utilizing radio resources while satisfying the request quality of a radio terminal in packet transmission.
SOLUTION: A base station 1 classifies radio terminals 10 to 40 into two groups in accordance with whether the communication quality of each of the radio terminals 10 to 40 is equal to and more than an average value or less than the average value on the basis of the communication quality of the radio terminals 10 to 40 during communication, and stores a packet to a radio terminal whose communication quality is equal to and more than the average value in a transmission buffer 106, and a packet to a radio terminal whose communication quality is less than the average value in a transmission buffer 107. When the maximum retention time of the packet in the transmission buffer 106 is equal to and more than a maximum retention time threshold, the base station 1 preferentially allocates transmission power being a radio resource to the packet in the transmission buffer 106, and when the maximum retention time of the packet is not equal to and more than the maximum retention threshold, the base station 1 preferentially allocates the transmission power to the transmission buffer 107.
