To prevent a number of holes from being formed in a membrane when producing an electrolyte membrane including a reinforcing material that is strengthened using a porous plate-shaped reinforcing material.
A polymer electrolyte solution is applied onto a surface of a base, and then one of surfaces of the porous reinforcing material is laid over the surface on which the polymer electrolyte solution has been applied, so that part of the electrolyte solution is allowed to penetrate into a hole of the reinforcing material. Then, the polymer electrolyte solution is applied onto the other surface of the reinforcing material. Thus, both of the surfaces of the reinforcing material are covered with the electrolyte solution. The electrolyte solution is then dried to complete the production of the electrolyte membrane including the reinforcing material. The base is removed when the membrane is incorporated into a fuel cell. This reduces the tendency of air bubbles to remain inside the reinforcing material and makes it possible to prevent a number of holes from being formed in the membrane.
