PROBLEM TO BE SOLVED: To treat phosphoric acid waste liquid at a low cost and recover phosphorus while achieving safety and a high phosphoric acid recovery rate.SOLUTION: A waste liquid containing phosphoric acid and acetic acid, and development water are alternately supplied to a cation exchange resin. A liquid is discharged gradually and continuously from the cation exchange resin with the elapse of time. The discharged liquid is separated into a fraction having high phosphoric acid concentration and another fraction having high acetic acid concentration. A strongly acid cation exchange resin can be used as the cation exchange resin. A Htype cation exchange resin obtained by supplying hydrochloric acid or sulfuric acid to a Natype cation exchange resin can be used as the cation exchange resin. Phosphoric acid is recovered from the separated fraction having high phosphoric acid concentration and the recovered phosphoric acid can be utilized effectively in fertilizer or the like. Acetic acid is recovered from the separated fraction having high acetic acid concentration, the recovered acetic acid is treated as waste water and the treated acetic acid is discharged to the outside, incinerated or used for treating the waste liquid discharged from a semiconductor production step.
