To safely treat an unreacted oxidizer included in ground water in a short period of time at the time of treating soil and ground water contaminated with chemical substance by adding an oxidizer thereto in situ.
Ground water containing an unreacted oxidizer is recovered from underground by a ground water recovery means, and the recovered ground water is made in contact with active carbon by an active carbon treatment means. The ground water recovery means is composed, e.g., of a pumping well 4, a storage pump 5 and a pumping line 6. The active carbon treatment means is composed, e.g., of a pumping line 6, an active carbon packed tower 8, a treated water line 10, a treated water tank 12 for pH adjustment and circulation water storage, a treated water circulation line 26 and a circulation pump 28.
