PURPOSE: To provide a method and device for picture processing which convert multilevel and color picture information having a low resolution into picture information having a high resolution without degrading the edge part or the picture quality.

CONSTITUTION: An original picture 101 having a low resolution is divided into respective picture informations of M×N picture elements by a block dividing part 102, and gradations of each divided block 103 are divided into several gradations by a gradation dividing part 104, and thereafter, gradations divided by the gradation dividing part 104 are efficiently encoded by an encoding part 105. Divided blocks are coupled by a block coupling part 106 and are preserved in an auxiliary storage device or the like as one picture information 107, and it is divided by a block dividing part 108 in the same manner, and the gradation value of each block is subjected to resolution conversion by vector processing in a resolution conversion part 109, and respective blocks decoded by a decoding part 110 are coupled by a coupling part 111, thereby converting the picture into a picture having a high resolution.
