In this method, cohesive soil such as construction surplus soil is not directly disintegrated but crushed into prescribed grains as the pretreatment of a mixing process, and a suitable quantity of fine powder or fine grains without cohesion is added to the cohesive soil grains at a rate of 310kg/m3 or more and kneaded with the cohesive soil grains. The fine powder or fine grains are stuck to the surface of the crushed cohesive soil grains to produce raw material cohesive soil of the fluidized soil hindered from the mutual recombination of the cohesive soil grains, and water and a solidifying material are thrown into the raw material cohesive soil of the fluidized soil and mixed to manufacture the fluidized soil used for site placing.
