A steel slab having a composition containing, by mass, 0.0050-0.03% C, 2-7% Si, 0.05-3% Mn, ≤0.01% Al, 0.003-0.05% V, ≤0.0050% S, ≤0.0050% N and the balance Fe with inevitable impurities, is hot-rolled, and after annealing to the hot-rolled plate, the rolling-reduction ratio in the finish cold-rolling at one time or two or more times interposing an intermediate annealing, is respectively set to 50-75% to have the last sheet thickness. Thereafter, decarburization-annealing is performed after finish-annealing, so that the content of C is <0.005 mass%, or after the decarburization-annealing is performed so that the content of C is <0.005 mass%, the finish-annealing is performed.
