The device of a connection filter module 11 with a tank 1 having an effluent 3 containing a radioactive element to be treated is maintained to be at a proper temperature by a low-temperature retaining device 5, the effluent 3 is introduced from the tank 1 to the module 11 via a pipe 7, and a concentrated liquid R and a filtered liquid P are led from a pipe 13 and a pipe 15, respectively. The module 11 collects the liquid P and the liquid R by a spiral module with a tubular film having a support body made of α-alumina which is covered with such an intermediate inorganic layer as TiO2 and such activated layer as nafion and two translucent films which are wound around a hollow support pipe with a hole, thus separating sodium solution which virtually does not contain any radioactive element and can be disposed to environment.
