To provide a method for solubilizing propolis or substance containing propolis into water and to provide a water-soluble propolis for easily exerting anticancerous activity, antibacterial activity, antioxidant activity, etc., of the propolis and to enhance utilities of the same as for foods, cosmetics or pharmaceutical products.

The invention relates to the method for solubilizing propolis into water comprising coexistence of propolis and a basic amino acid by adding the basic amino acid such as lysine and arginine, etc., to the propolis or the substance containing the propolis. The example of the substance containing the propolis is an extract liquid of propolis by an anhydrous or a water-containing alcohol or extract of propolis by the anhydrous or the water-containing alcohol, supercritical fluid extract of propolis or the mixture thereof. The efficiency of extraction of the propolis is improved by extracting the propolis with a solvent such as a water-containing alcohol containing the basic amino acid.
