Base station radio equipment 2A to 2Z, when calls exceeding processible call amount are generated, create excess call amount generation information expressing the call amount, add a time stamp and transmit it to a radio base station controller 1. The radio base station controller 1 adds the time stamp to state information expressing state monitoring results of the base station equipment by every base station radio equipment 2A to 2Z, stores the state information and stores adjacent base station information. The radio base station controller 1, when it is judged that any of the base station radio equipment 2A to 2Z becomes at the overload state based on the excess call amount generation information, collates the state information of base station radio equipment adjacent to the base station radio equipment and judges whether a factor by which the base station radio equipment becomes at the overload state results from structure of the base station radio equipment or results from the base station radio equipment adjacent to the base station radio equipment.
