PROBLEM TO BE SOLVED: To allow a suitable communication service to be restored quickly for an area where the communication service is stopped due to a problem with a ground radio base station.SOLUTION: A mobile communication system of the present invention includes: a ground base station capable of communicating with a terminal and installed on the ground; a flying object having a function of a base station capable of communicating with the terminal and capable of moving up in the sky; and a server device communicatively connected with the ground base station and the flying object and for setting a communication parameter regulating operation of the flying object to the flying object.SELECTED DRAWING: Figure 1
