PROBLEM TO BE SOLVED: To provide a mobile communication terminal testing device and a mobile communication terminal testing method which allow for communication test of a semi-normal system for a mobile communication terminal of test object.SOLUTION: A mobile communication terminal testing device 10 includes an execution unit 11 generating a first message indicating first communication conditions and the timing for setting the first communication conditions in a mobile communication terminal 30, and a second message indicating second communication conditions different from the first communication conditions, a processing unit 12 for transmitting the first message to the mobile communication terminal 30, setting the second communication conditions, indicated in the second message, in itself at a timing indicated in the first message, and communicating with the mobile communication terminal 30 based on the second communication conditions, and a determination unit 15 for determining pass/fail of the communication test between the mobile communication terminal 30 operating under the first communication conditions and the processing unit 12 operating under the second communication conditions.SELECTED DRAWING: Figure 1
