Channel estimating portions 104-1 and 104-2 perform a channel estimation by using a common pilot signal transmitted from base station devices, and a channel matrix per cell is obtained. Singular value dissolving processors 105-1 and 105-2 perform singular value dissolving processing by using the channel matrix corresponding to the cell, respectively. Channel capacity calculating portions 106-1 and 106-2 compare a singular value per path with a predetermined threshold, and calculates the number of the singular value equal to or more than a predetermined threshold as the channel capacity. A cell selector 107 compares the magnitude of the channel capacity and makes a base station device corresponding to a larger channel capacity a selected base station device.
