To provide a module for generating transmission power information and a radio communication device for optimizing transmission power control.
A receiving SIR (Signal to Interference Ratio) determining part 31a determines receiving SIRs related with received signals at each slot. A target SIR setting part 31b variably sets a target SIR, based on a receiving error rate. A convergent monitoring part 31c monitors whether or not the receiving SIRs are in unconverged states impossible to converge on the target SIR, based on the differential value between the target SIR and an average SIR in which the receiving SIRs are averaged during a longer period than the period equivalent to one slot. A correction value deciding part 31d outputs a correction value defined, based on the differential value when it is detected that the receiving SIRs are in the unconverged states. An adding part 31e corrects the target SIR by the correction value. A comparison part 31f compares the receiving SIRs with the target SIR output from the adding part 31e. A TPC (Transmission Power Control) information generating part 31g outputs TPC information depending on the result of comparison from the comparison part 31f.
