PROBLEM TO BE SOLVED: To provide a device and a method capable of accurately making a casting mold, by smoothing a surface of an admixture in an agitation tank pressed by a filling device, with a simple constitution.SOLUTION: A mold making device comprises: an agitation device 3 having an agitation tank 1 and an agitation blade 2 and forming an admixture M by agitating a particulate aggregate and an additive; a molding tool 4 for molding the admixture M in a predetermined shape; and the filling device 5 for filling in the molding tool 4 by pressing a surface of the admixture M in the agitation tank 1. The agitation blade 2 is constituted in a lattice shape out of a plurality of transverse members 21 and a plurality of longitudinal members 22. The tip of a rotational driving shaft 23 is joined to the upper edge of the agitation blade 2, and is constituted so that the rotational driving shaft 23 is not immersed in the admixture M. A scraper 29 for leveling the surface of the admixture M, is provided in a lower part of the agitation blade 2.
