To provide a new and useful money exchanger and transaction management system that can easily and simply cash privilege and charge with cash.SOLUTION: In a transaction management system in which a transaction management server 10 of a currency exchange company and a money exchanger 100 are communicatively connected to each other via a communication line, the money exchanger 100 is communicatively connected to a privilege information management server 12 of a privilege issuer. The money exchanger 100 is a money exchanger that allows a user to exchange a first currency deposited by the user for a second currency of any type set by the user and withdraw it, stores an exchange rate at which privilege can be exchanged for the first or second currency, exchanges the privilege for the first or second currency, and performs information processing with each of the transaction management server and the privilege information management server 12.SELECTED DRAWING: Figure 2
