Abstract:
PROBLEM TO BE SOLVED: To prevent the degradation of prediction characteristic by arranging to make a difference value to be subtracted from an evaluation value be smaller as a quantization step width is made smaller by a quantization parameter for deciding the quantization step width at the time of quantizing transformation coefficients.
SOLUTION: Input images are inputted to a local motion compensation processing part 61 and a global motion compensation processing part 81 first. Predicted images generated by the local motion compensation processing part 61 and the global motion compensation processing part 81 are outputted to an on/off switch 82-1 and a detected local motion vector is outputted to the on/off switch 82-2 respectively. The two switches are controlled by a controller 83 and the selected result is outputted from the controller 83 to an encoder 88. Receiving the evaluated result, the controller 83 controls the switches 82-1 and 82-2, synthetic predicted images are outputted from the switch 82-1 and the local motion vectors of respective macro blocks are outputted from the switch 82-2.
