A pin 7 locking the top board 3 unable to rotate is linked to an operating lever 10 through a wire cable 13 while a tube 14 through which is inserted the wire cable 13 is retained being positioned by retaining parts 8a and 11a arranged near the pin 7 and the operation lever 10.
