PURPOSE: To prevent the occurrence of continuous distortions in the specific part on a screen by dividing image data into plural blocks, changing a shuffling rule for every continuous image and providing shuffling circuit for every block.
CONSTITUTION: Input image data in order of raster scannings for every frame is rearranged and outputted by adaptively selecting an Sh rule by an 8×8 picture element block unit by a shuffling (Sh) circuit 11. A DCT circuit 12 performs a discrete cosine conversion for the output of the circuit 11 and outputs picture element data in order of zigzag scannings. For this output, an adaptive quantizer 13 selects an optimum bit pattern from plural bit patterns showing by what bit each conversion factor is quantized for every block and quantizes the conversion factors. Further, an error correction encoder 14 performs an error correction encoding for the data from the quantizer 13 and the Sh rule information from the circuit 11 and outputs them. Thus, the occurrence of continuous distortions in the specific part on a screen is prevented.
