A moving image retrieval means 21 retrieves a moving image from a source such as Web pages on the Internet, and a moving image element collecting means 22 preliminarily collects the elements, title, and keyword or the like of the moving image on the basis of the retrieved moving image. A moving image string forming means 23 arranges the moving image elements matching a received retrieval word in the order of the degree of adaptation to form a series of moving image string. A multiplex file forming means 25 arranges the URL to the original moving image synchronously with the moving image elements, and multiplexes it with the moving image string to form a multiplex file. A distributing means 26 distributes the multiplex file to a retrieval request origin.
