This device is provided with an unprocessed code quantity calculation section 101 that calculates an undecoded code quantity within a unit time for each image pattern on the basis of a real decoded code quantity by a VLD 51 for one preceding image pattern and calculates an un-outputted code quantity within a unit time on the basis of a real output code quantity in a VLC 57 for the one preceding image pattern, a target bit rate setting section 103 that updates a target transfer rate for each image pattern on the basis of the undecoded code quantity and the un-outputted code quantity, and a quantization scale code calculation section 107 that sets a quantization scale code for each macro block in the basis of the target bit rate, a generated code quantity of a macro block inversely quantized by an inverse quantizer 53 and the generated code quantity of the macro block quantized by a quantizer 55.
