In a moving picture distribution server 30 which distributes the moving picture file in accordance with a request for downloading the moving picture from various terminal devices such as a portable telephone, a model discriminating part 32 determines the mode of a terminal device that downloads the moving picture file, and a moving picture parameter determining part 33 determines moving picture generation parameters (screen size, the number of colors, file capacitance limiting value) in accordance with the determined model. A moving picture generating part 34 generates a moving picture file for download which satisfies the moving picture generation parameters on the basis of an original moving picture read from an original moving picture database 36 and the moving picture generation parameters determined by the moving picture parameter determining part 33. That can distribute the moving picture file which enables each terminal device to reproduce moving pictures in response to requests for downloading the moving pictures from various terminal devices.
