Separate from a bit stream of MPEG image data, the recorder records a VBV buffer value at the picture coding end point of one frame preceding to an I-picture in the bit stream, a VBV buffer value at the picture coding end point of one frame preceding to a P-picture, a VBV buffer value at the recording end point, and address information for showing when each of the VBV buffer values is taken in the MPEG data.
