To inexpensively provide a mugwort-containing sheet and a bag having a multilayer structure capable of making the best use of it without reducing pharmacodynamic effects of components in the mugwort.

This mugwort-containing fiber sheet is provided by adding a suitable amount of fine powder of mugwort to a fiber sheet comprising a polyethylene, a polypropylene, a rayon, a nylon, cotton, etc., with a solvent or a water-soluble adhesive. Or, the mugwort-containing fiber sheet is provided by soaking the fiber sheet in a mugwort-juice to stick the mugwort and drying the fiber sheet or by enclosing the mugwort juice in microcapsules (containing silica) and sticking the microcapsules on the fiber sheet with an adhesive. The fiber sheet is provided with a functional agent such as a flavoring, deodorizing, antibacterial, antifugal, bactericidal, insecticidal, food freshness-keeping, plant activating, skin inflammation-suppressing, atopic symptom-suppressing and material degradation-accelerating agent. The fiber sheet is formed into a bag shape.
