PURPOSE: To surely execute the revision control of files and to prevent the files from being destructed by automatically setting up an operation inhibiting state in a file device whose access response is not proper to inhibit the updating of the files until the inhibiting state is reset by manual operation.

CONSTITUTION: If a response from any one of plural file devices 3, 4 is not proper when the same data are to be written in the file devices 3, 4, a file control device 1 automatically outputs a command for setting up a latch type relay 22 or 24 in a panel 2 corresponding to the file device generating no response to a command decoding part 21. The command decoding part 21 decodes the command, outputs a latch set signal to the relay 22 or 24 to set up the relay to an operation state and to activate an inhibit signal. Thereby, access from the device 1 to the file device is invalidated. Consequently, the revision control of files can be surely executed and the contents of the files can be prevented from being destructed.
