SOLUTION: Compound of mixture of 100 pts.wt. of polyolefin, 10-200 pts.wt. of fluorine compound, 10-200 pts.wt. of polyhydric alcohol and 10-200 pts.wt. of alkali metal silicate is applied on base cloth. It is then disposed on periphery of insulator 2 formed on conductor 1.
