PURPOSE:To identify between normal paper and waste paper by providing color difference discrimination sensors which discriminate color difference at two positions in the inspecting direction of printing forms at specific intervals in a direction crossing the inspecting direction, and discriminating the normal paper only when all of the color difference discrimination sensors decide that there is no color difference. CONSTITUTION:The three color difference discrimination sensors (12a - 12c) which decide the color differences at two positions in the inspecting direction of printing forms are provided at the specific intervals in the direction crossing the inspecting direction B almost at right angles. Only when all of the color difference discrimination sensors 12a - 12c discriminates that there is no color difference, normal paper is discriminated and a counter 17 performs counting operation and outputs its counted number as the number of sheets of normal paper. Consequently, while the normal paper and waste paper are identified, the number of sheets of normal paper can be controlled and paper can be utilized effectively.
