To provide a normally closed opening/closing solenoid valve of low cost in which actuation sound following opening/closing actuation of a solenoid valve is effectively restricted, and actuation response delay of the solenoid valve is prevented.

This normally closed opening/closing solenoid valve V is provided with a stator 13 provided at one end of a cylindrical sleeve 11, a mover 18 provided to face the stator 13 to be slidably engaged with the sleeve 11, having a communication groove 22 provided in an outer surface between both axial ends to an inner surface of the sleeve 11 to allow flow of actuation fluid, and an electromagnetic coil 17 to energize the stator 18 and the mover 18. Between a lower end surface of the stator 13 and an upper end surface of the mover 18 facing each other, a damper chamber R3 is formed in a circular shim 24. When the damper chamber R3 is closed by the lower end surface of the stator 13 and the upper end surface of the mover 18, the damper chamber R3 and the communication groove 22 are communicated with each other by a recessed groove 26.
