The acidity of a paper material is adjusted during a process of transforming material into paper prior to a paper-making process so that the product has a mild acidity of PH5-PH6. The entire oil-absorbing paper becomes evenly mildly acidic and does not apply excessive stimulation to the skin when removing sebrum. It also does not allow the sebum remaining on the skin to deteriorate into weak alkaline to prevent the bacteria from propagating.
