To reduce noise at the time of cold starting a boiler by setting the temperature of boiler water at a specified level or above thereby preventing abrupt boiling thereof.
A burner 9 is provided on one side of a boiler body 5 in the longitudinal direction and coupled through a circuit 14 with a controller 15 for controlling the operation of a main burner 12 and a pilot burner 13. At the time of cold starting, the controller 15 operates a water supply pump 8 to supply water from a water supply line 7 into the boiler body 5 until a specified water level of the boiler water in each water pipe 4 is reached. The pilot burner 13 is operated under that state and then the main burner 12 is ignited. Subsequently, the main burner 12 is operated such that the boiler water is not boiled abruptly and the temperature thereof rises gradually.
