Coaxially with a rotation shaft 15 of a drum switch 14 for opening/closing a non-voltage contact by converting stroke displacement of an operation shaft 13 for opening/closing a main contact of a circuit breaker into rotation displacement of the rotation shaft 15, a rotation displacement measuring instrument 19 is installed for detecting the stroke displacement of the operation shaft. When opening/closing the circuit breaker, an open/closed state of the non-voltage contact of the drum switch 14 and the stroke displacement of the operation shaft 13 detected by the rotation displacement measuring instrument 19 are fetched into a data collection device 20, stored in a storage device 21, and outputted to an output device 18.
