Production 1 of connection limit matrix produces a connection limit matrix 12 to indicate propriety of connection of an operation diagram (j) to an operation diagram (i) by inputting an operation diagram table 11. Production 3 of a genetic code matrix decides probability of connection or non-connection regarding a matrix element to indicate permission of connection of the connection limit matrix 12 and produces a genetic code matrix 14. Search 4 of an operation plan searches an operation pattern added to an operation sequence from genetic code matrix 14 under a limit condition 15 and produces a solution candidacy 17 for an operation plan. A produced solution candidacy is evaluated under the limit condition 15, and based on the evaluating value, genetic operation is applied on the genetic code matrix 14.
