To control an on-vehicle device by detecting and determining whether an operator of the on-vehicle device is a driver or a non-driver.
A display operation unit 15 is arranged forward of seats including a driver seat 31 and a front passenger seat 32 in a navigation system. An infrared ray camera 2 installed substantially on the vehicle center line in an image-picking up manner with the display operation unit 15 and a left hand of a driver and a right hand of an occupant seated on the front passenger seat extended to the display operation unit 15 within a visual field, and an image processing unit 13 which processes image data by the infrared ray camera 2 to determine the operator are provided. The operator is determined by whether or not the center of gravity of the hand of the operator extracted from the picked-up image is in a left range or a right range of the reference line set in the image. A permissible range of the operation items is controlled based on the result of determination and the traveling condition of a vehicle by a vehicle speed sensor 4.
