An optical line terminal (OLT) 12 is connected with a plurality of optical network units (ONUs) by using optical fibers branched by an optical splitter. The OLT 12 comprises: a light-receiving element 34 for receiving a burst optical signal stream obtained by multiplexing burst optical signals output from each ONU; an amplitude level-adjusting section 36 for detecting a received light level for each burst optical signal; and a transmission order control section 35 for controlling transmission order of the burst optical signals from the ONUs so that received light level difference between the adjacent burst optical signals becomes equal to or less than predetermined reference light level difference.
