To provide an optical resin material which has small light scattering, while maintaining a temperature change ratio of a refractive index, and to provide an optical device that uses the optical resin material, an optical surface modifying particle used for the material and manufacturing method of the material.

The manufacturing method of the optical surface modifying particle is characterized in that a four-functional inorganic oxide precursor is added to inorganic oxide particulates of 1 to 30 nm first order particle size and heating treatment is performed in a gas phase as a first stage treatment and further a monofunctional surface treating agent is added thereto and heating treatment is performed as a second stage treatment. Further the optical resin material and the optical device using the optical resin material are also provided.
