This method can brake and control the rotation of a wheel efficiently by contacting a brake shoe 1, having an oscillating mechanism with a rotating brake disk 2 by an oscillating wheel contact method and controlling the oscillating angle of the brake shoe, so that the wheel contact pressure is applied automatically by generating an oscillating force to the oscillating mechanism, and the rotation force of a vehicle, namely the running force is converted into a brake force.
