An upper part of a cutting blade 3 is provided in a housing 5 freely to be moved in the circumferential direction of a barrel of a moving vertical stripe steel pipe 2, and copying contact member holding arms 7, 7a are provided in both ends of the cutting blade 3, and copying contact members 8, 8a are arranged in the tip thereof. For example, at the time of transferring a vertical stripe steel pipe 2 after the molding onto a roller table 1, the upper part of the cutting blade 3 is connected to a notch groove 6 of the housing 5 through a fitting member 4 by a bolt and nut 11. The cutting groove 6 is formed along the torsion direction of the vertical stripe steel pipe 2. Copying contact member holding arms 7, 7a are provided in both ends of the cutting blade 3, and roller are arranged as copying contact members 8, 8a in the tip thereof.
