A weight member 17 is mounted to a packer body 16 and suspended by a suspension rope 18 and lifted and moved along the outer peripheral surface of the strainer pipe 15 inserted in the bore hole 14, to suspend the packer body 16 in a desired position conformed to a packing part. A first filling member 20 is filled on the lower side in the packer body from the ground through a throw-in hose 19 to enlarge the diameter, and after positioning the packer body by locking and holding it between the outer peripheral surface of the strainer pipe 15 and the internal wall surface of the bore hole 14, a second filling member 21 formed of a water absorptive swelling member is filled on the upper side in the packer body to form a shielding layer 21A on the first filling member 20 by the second filling member consolidated after gelling.
