PURPOSE: To suppress a quake increasing stability by providing the first vibration system damping vibration of a structure and the second vibration system damping vibration of the first vibration system to be parallelly arranged.
CONSTITUTION: A device is constituted by providing the first vibration system vibrating a water tank 20, filled with water, by a hanging member 12 as a weight 11 damping vibration of a structure 30 and the second vibration system vibrating the water 22 in the water tank 20 damping vibration of the second vibration system. These vibration systems are parallelly arranged setting the first vibration system in its respective natural vibration frequencies ω1, ω2, ω3 for anticipated fluctuation widths Ω1 to Ω2 of a natural period of the structure 30 to a relation where ω1<Ω1<ω2<Ω2<ω3. In this way, even when the natural period of the structure 30 can not be accurately estimated, a quake can be suppressed in high stability.
