PURPOSE: To monitor a passing cell with high tracking performance against a cell flow fluctuation or the like by obtaining various parameters with respect to the passing cell quantity in relation to the passing cell monitor system in the ATM exchange based on the analysis in a region on a frequency axis.
CONSTITUTION: Cell discrimination sections 5,7 discriminate whether c not a passing cell is a cell of a measurement object and when the cell is a measurement object cell, a signal synchronously with the cell passing period is generated by a synchronizing signal generating section 8 and the synchronizing signal is digitally processed by a digital signal processing section 9 to obtain various parameters relating to the passing cell quantity through the transfer of the analysis on the time axis into the analysis in the frequency axis region.
