To provide a peelable non-adhesive film-forming cold insulation agent which can control a temperature easily so as not to cause a cold injury or overcooling to hold a suitable temperature in the application thereof to the appropriate portion of human body such as a face, limb, belly or head hair or of other materials, and further has a long cooling retention time (cooling duration), and also to provide a method for production thereof.

This cold insulation agent comprises a hydrated resin solution comprising water and a resin component, a higher alcohol and a volatile constituent. Preferably, the higher alcohol and hydrated resin solution have characteristics such that they are immiscible or not dissolved in each other, thus can not be mixed uniformly unless the volatile constituent is added thereto.
