To measure a wait time with high precision without burdening an arithmetic processor in a cluster by using dedicated hardware.
When clusters 200-203 generate pulses at the point of time when the execution of program modules is started or terminated, flag registers 21-213 sets the state of the execution start and termination of the program modules of the clusters 200-203. A controller 220 refers to the flag registers 210-213 and makes a count mechanism (adder 230, selector 231, and count register 232) start counting in timing indicating the execution termination of the program module in a starting cluster and end the counting in timing indicating the execution termination of the program module in a final cluster. A control processor 250 reads out the count value of the count mechanism as a wait time and stores it.
