CONSTITUTION: This system is provided with a color allocation priority decision means 41 which gives a color allocation order in the order of the density gradation whose appearing frequency of the number of picture elements at every density gradation is high based on the output of an image pickup means 1 converting an object into picture information expressed by the density gradation, a second color allocation means 43 which allocates the same color to several gradations in the density order of high priority before and after the color-allocated density gradations and takes precedence over the allocated color when several colors are previously allocated after the color allocation of a first color allocation means 42 which allocates the same color to the several gradations before and after in the density order of high priority and releases the order of the density gradation to which priority is previously allocated among the several gradations before and after the executes an advance processing by one for following the orders, and a color pallet displacement means 44 displacing a color pallet after color allocation by the color allocation means 43 completes.
