PURPOSE: To obtain a natural picture with high quality, by determing picture elements of picture information to pack a gap basing on two-dimensional change of supplied picture information.

CONSTITUTION: A correlation function device 6 determines picture elements of picture information newly formed through the change of picture information toward the main and sub-scanning direction. Picture elements of adjacent scanning lines are defined as an-1.an.an+1 and bn-1.bn.bn+1 and a picture element defined to fill in gaps is taken as Cn, then the device 6 is constituted to realize Cn=(an-1+an+an+1)(bn-1+bn+bn+1)[an+bn+(an-1+bn-1)(an+1+ bn+1)]. An out put OUT of an OR gate 7 to the picture element Cn offers picture information assuming the Cn determined with the above formula on the gaps recorded with picture information read out from storage device 2 and 3 as the picture element, to a recording means.
