The piezoelectric fan 101 includes stainless steel-made reinforcing plates 151, 152 in order to increase the rigidity of the section of a gap G between a piezoelectric element 112B and a fixed plate 113 on an oscillating plate 111. In the reinforcing plates 151, 152, a first end is joined with both sides in the width direction of joining parts of piezoelectric elements 112A, 112B in the oscillating plate 111 so as to cross the gap, and a second end is joined with a fixed end of the oscillating plate 111 so as to hold the fixed end of the oscillating plate 111 from both sides of the fixed plate 113. The reinforcing plates 151, 152 suppress the vibration of the section of the gap G of the oscillating plate 111, prevent consumption of a part of the oscillation energy generated by the expansion/contraction of the piezoelectric elements 112A, 112B in the section of the gap G, and increase the amplitude of fore ends of a plurality of blades 114.
