To provide a PIN change and closure release method for an IC card by which a person who performs the PIN change or PIN closure release of an IC card can authenticate whether or not the person is the rightful owner of the IC card speedily.

This method comprises: a step to read the first biometrics data of an IC card owner by a biometrics reading device and to transmit it to communication equipment; a step to read the second biometrics data stored in the IC card by an IC card reader/writer and to transmit it to the communication terminal; a step to collate the first biometrics data with the second biometrics data by the communication terminal; and a step to control the IC card from the communication terminal through the IC card reader/writer into a status that the change of PIN stored in the IC card is made possible when the collation result is coincident, and to perform the release processing of a closed status based on the PIN stored in the IC card.
