In a plant monitoring control system 1 having a plurality of control devices 3a to 3n transmitting monitoring data for monitoring a plant and a monitoring device 2 which receives each monitoring data transmitted by the plurality of control data via a network 4 and monitors the plant by the monitoring data, the monitoring device 2 monitors timing of receiving of respective monitoring data transmitted from respective control devices 3a to 3n, and instructs to transmit the monitoring data by shifting a period to compensate a time lag to the control device transmitting the monitoring data which is received by lagged timing against receiving timing predetermined for each control device. The instructed control device transmits the monitoring data by shifting the period to compensate a time lag.
